Joseph is the illegitimate son of Betty Norman (#317), whose father's name was likely Dixon. In 1851 Joseph Norman Dixon, his wife Mary Cunnion, their son William (#297), his wife Ann Sharp and their three children Bridget, Joseph and Isabella Batley all lived in the same house in Ribton Moorside, Preston Quarter, St James in Whitehaven.

Employed as a gardener in May 26, 1878 when his address was 7 Hollier Terrace Hollier Street, Birmingham. He was subsequently employed as a policeman but was dismissed for drinking on duty. In 1896 he was employed as an asphalter and journeyman and lived at Back 116, Heaton Street, Birmingham at which address Elsie (#6) was born.
